The City developed a development plan to guide planning and zoning decisions. It is a broad brush look at what uses are envisioned for different parts of the city. The land use and subsequent zoning may be based on current and surrounding uses, street classifications, floodplain or wellhead protection or a projected best future use. For instance, a section of town with local streets may be identified for residential but a large undeveloped property adjacent to a state route may be designated for industrial use. Ultimately the zoning code will set the standards for development, but the land use plan is the starting point.
