Waste Removal Changes - Effective October 1, 2018

  • Each resident will be issued a trash cart according to their current sanitation cost code.
    • Those currently paying $13.50 will be issued one 95-gallon trash cart.
    • Those currently paying $9.00 will be issued one 35-gallon trash cart.
    • Residents requiring a second trash cart will either:
      • Be issued a second 95-gallon trash cart for a one-time service fee of $25.00 and their monthly sanitation rate will increase to $16.50 per month.
      • Or use a trash cart they already own, to avoid the one-time $25.00 service fee, but will still have their monthly sanitation rate increased to $16.50 per month. Residents selecting this option will be issued a sticker from the Sanitation Department to place on their trash cart to identify it for pickup.
  • All trash carts must remain at the address in which it is assigned.
  • Residents will be responsible for keeping their assigned trash cart clean. The Sanitation Department will be responsible for the repair and replacement of damaged trash carts.
  • Property owners will be responsible for making sure each property or tenant has a trash cart from the City of Lancaster Sanitation Department.
  • Where rentals are concerned, the property owner will be responsible for compliance with provisions of the city ordinance and be responsible thereafter for any agreement between owner and occupant as to which party will assume responsibility. There shall be no exceptions or exemptions allowed.


Collection Guidelines:

  • All trash must be placed inside the trash cart, with the lid completely closed.
  • Additional trash cannot be stacked on top of the trash cart.
  • Trash carts must be placed at the street edge or alley with lid opening facing the street and the wheels toward the residence.
  • Trash carts must be placed at least 3 feet from any tree, pole, mailbox, etc. and at least 10 feet from parked cars. Multiple trash carts must be spaced 3 feet apart.
  • Trash carts must be placed at the street edge or alley by 7:30AM on your scheduled pick-up day and must be removed from the street edge or alley by 7:00PM the day of pick-up.
  • Special and hazardous wastes including, but not limited to tires, car batteries, liquids, concrete, metal pipes, building materials, rocks, and dirt will NOT be collected.
  • No other bags, cans, or containers will be picked up without an additional fee, with the exception of holiday weeks. Holiday weeks are the ten holidays the City of Lancaster observes which are New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day.

Additional fees that may apply:

One cubic yard or less outside of closed trash cart

First and Second offense:

Trash will be picked up, and trash cart will be tagged with a warning.

Third & Fourth offense:

Trash will be picked up and a service fee of $10.00 will be added to the monthly utility bill for each separate offense.

After fourth offense:

A second 95 gallon trash cart will be provided and assigned to the address, a one-time $25.00 non-refundable fee will be assessed for the second trash cart, and the monthly sanitation rate will be increased by $3.00 to $16.50.

Bulk items and/or excessive trash in excess of one cubic yard outside of closed trash cart

If resident has too much trash or items that are too large to fit in the trash cart, and arrangements for a bulk pick-up are made with the Sanitation Department, then bulk pick-up rates will apply.

If resident has too much trash or items that are too large to fit in the trash cart, and arrangements ARE NOT MADE with the Sanitation Department, items will automatically be picked up and a $10.00 service fee will be added to the monthly utility bill for each and every bulk pick-up occurrence in addition to the applicable bulk pick-up rates.


Yard Waste Guidelines:

  • Yard waste must be tied in bundles not exceeding four feet in length and two feet in diameter or weigh more than fifty pounds each; or
  • Placed in bio-degradable paper bags weighing no more than fifty pounds each when loaded with yard waste.
  • Co-mingling of yard waste within the same container as acceptable waste is PROHIBITED.
