Title: Assistant Law Director

Key Areas of Responsibility:
As Assistant Law Director, Randall works with City Administration
and Department Superintendants in the preparation, negotiation and
execution of equipment and service contracts, labor/management
contracts, employment issues, and civil litigation matters. He
handles initial review of insurance claims submitted to the City and
serves as liaison between the City and its insurance carriers. He
assists the Law Director in providing legal counsel to the Board of
Zoning Appeals, Structural Board of Appeals, Planning and Zoning
Commission, Code Enforcement Committee, Law Committee of City
Council, and the Lancaster Port Authority. He provides assistance to
the Law Director in the drafting of resolutions and ordinances;
providing legal counsel to City of Lancaster Administration, City
Departments, and City Council on various municipal law issues;
attendance at City Council meetings; research and drafting of
requested legal opinions; review and production of public record
requests; review of criminal intakes for charges; and the day-to-day
operations of the Law Director/City Prosecutor’s Office. He
currently serves on the Advisory Council of the Child Advocacy
Center, Advisory Council of the Fairfield County Visitation Center,
Fairfield County Job and Family Services Criminal Justice CAPP
Committee, Fairfield County Adult and Children First Council,
Fairfield First Steering Committee, Advisory Committee of the Fresh
Start Drug Court Program, Fairfield County Crisis Intervention Team,
Sexual Assault Response Team, Community Corrections Board, and the
Southeastern Correctional Institution Citizen’s Advisory Committee.

Randall is a member of the Ohio State and Fairfield County Bar
Associations.
Education
Randall is a 2000 graduate of The University of Cincinnati
College of Law. He served as a staff member on the Immigration and
Nationality Law Review 1999-2000. He received the George A. Dornette
Professional Responsibility Award and was on the Dean’s Honors List.
He graduated from the University of Charleston in 1986 magna cum
laude with a B.A. in Political Science with minors in Psychology and
Philosophy. He received the Frank E. Taylor Scholarship Award in
Political Science 1983-1984 and recognition in Who’s Who Among
Students in American Universities and Colleges 1985.
Experience
Randall was an Assistant Prosecuting Attorney in the Juvenile
Division of the Butler County Prosecutor’s Office in Hamilton, Ohio,
and an Assistant Prosecuting Attorney in the Misdemeanor Division of
the Clermont County Prosecutor’s Office in Batavia, Ohio prior to
moving to Lancaster, Ohio. He joined the City of Lancaster Law
Director/City Prosecutor’s Office as an Assistant Prosecuting
Attorney handling criminal/traffic cases in Municipal Court and
their appeal to the Fifth District Court of Appeals. He served in
the capacity of Senior Criminal Attorney and Senior Attorney in the
Law Director/City Prosecutor’s Office prior to his promotion to
Assistant Law Director. |
