Key Areas of Responsibility:
As Law Director, I oversee all aspects of countywide
criminal misdemeanor prosecution as well as all civil issued
involving the City of Lancaster.
The criminal aspect of my job centers around coordinating
my office attorneys and staff with all county and state law
enforcement and code enforcement personnel as we actively prosecute
over 2,000 cases per year. Preparing search warrants, reviewing
charges, discussing investigations, and assisting victims are all
common daily activities.
The civil aspects of my job involves the day to day
maintenance and assistance to all departments and divisions of the
City of Lancaster concerning civil legal matters such as employment,
environmental, law suits, contract disputes, insurance, legal
claims, workers compensation, and real estate matters.

Experience
Terre was employed as an associate attorney in Sitterley
and Vandervoort from 1990 until 1992 where she was a general
practitioner in civil areas as well as taking misdemeanor and felony
criminal defense cases.
Terre became an assistant city prosecutor in June 1992
until 1996 for the City of Lancaster personally prosecuting over
5,000 criminal cases. Terre was elected Law Director & City
Prosecutor starting January 1, 1996.

Presented by the Black Interest Group for probono work on the Allen
Chapel litigation.
Victims of Crime Public Policy Leadership Award, 1995
Selected from 12,000 nominations, the award stated “Vandervoort was
selected as an award recipient because of her work specifically with
family violence, which emphasized not only perpetrator
accountability but victim safety. Vandervoort has used the dynamics
of domestic violence to enhance victim safety in the courtroom,
strengthen communications with law enforcement and prosecute these
crimes with the seriousness they deserve. Vandervoort was
instrumental in developing a sexual abuse protocol for use in the
municipal court, and she has taken an active personal role in
raising awareness of domestic violence victimization through
speaking engagements, special events, and donations.”
