Capacity Charges



Capacity Fees are charged for new connections to the water system as well as properties that increase the size of their water tap.  Capacity charges are linked to the size of the water meter as a measure of the maximum amount of water a facility can consume.  Capacity Fees are collected before a water tap is allowed to be made.  Capacity fees represent the invested cost of the water distribution system and treatment plants.

Capacity Charges will increase beginning January 1 2023.  See the changes here.
Capacity Charge Credits

Capacity charges may be reduced if the owner of the property can show that a special assessment has been paid for a water benefit.  A credit will also be given for a redevelopment property where a previous tap existed.  The cost of the redevelopment credit will be based on the previous water meter size.

Fire Line with Domestic Meter

When a customer requests a field line, one large line capable of providing the required fire flow may be installed from the distribution system and the domestic service may be tapped off the fire line inside the structure where a meter is installed to record domestic flow for billing purposes.  The Capacity Charge shall be calculated as the cost for the domestic meter plus the cost for the fire line.

Tap Fees


Tap fees are charged based on time and materials for the Division of Water to make, relocate or resize connections to the water line.  Only the Division of Water is allowed to tap a water line
