The City of Lancaster is requesting a Statement of Qualifications (SoQ) to select up to three (3) qualified engineering firms to complete the engineering services required to evaluate, design, and construct the following water system improvement scopes of work:
• A new 6 million gallon per day water treatment plant;
• A transmission line upgrade; and
• Various water line extensions
Each scope of work may be awarded separately or collectively. Because the services are professional services, because qualified consulting engineering efforts could reduce the overall project cost and because the quality of the public improvements depends on the qualifications of the consultant, selection of the engineering consulting firm will be based upon a predetermined set of weighted criteria as outlined in the attached Request for Qualifications.
The City will accept SOQs until 4:00 PM, local time, on Friday, October 16, 2020, at the above address. Electronic submission is acceptable. If electronic submission is chosen by a responding firm, all members of the City’s selection committee will be provided a printed copy of the SOQ in color on 8.5” x 11” paper, but the City will not be able to guarantee the quality of the photos, figures, or anything else included in the SOQ.
A pre-submittal meeting will be held on Wednesday, September 30, 2020, at 2:00 PM at the South Water Treatment Plant, 4600 Sugar Grove Road SE, Lancaster, Ohio 43130 for the purpose of providing a brief overview of the Projects and answering questions. Attendance at this meeting is not mandatory, however, no individual meetings with firms will be scheduled.
