Flats on Memorial Planned Unit Development
City Council is has scheduled the public hearing for the Flats on Memorial for June 8, 2020 at 6:30 pm at Olivedale Senior Center. The hearing will follow social distancing and the rules laid out by the State of Ohio for public participation. On January 2, 2020, Flats on Memorial LLC submitted an application for rezoning 18.939 acres of vacant land between N. Memorial Drive and N. Columbus Street/Nelson Road. This property is located to the east of the Big Sandy Superstore and behind Burger King, KFC, and other nearby commercial establishments along N. Memorial Drive.
The property is currently zoned Residential Single-Family (RS-3) and Commercial General (CG), but the petitioner has proposed to change the zoning to Residential Multi-Family with a Planned Unit Development (RM-2/PUD) overlay (see explanation of "Planned Unit Development" below).
The first step for this zoning change request is for it to go beforeLancaster City Planning Commission. Once Planning Commission makes its recommendation, that recommendation, along with the application, will be forwarded to City Council for consideration. City Council will hold their Public Hearing for this rezoning request at 6:30PM on April 13, 2020 in City Council Chambers. As of April 6, 2020, City Council has postponed the public hearing until the Governer's Order has been lifted. Once City Council has conducted their public hearing, they have the ability to vote on the application.
The general timeline for the rezoning process is as follows (the timeline does not include all considerations and you should refer to Lancaster Codified Ordinance Chapter 1147 for more details):
Rezoning application, including the Development Plan, submitted on January 2, 2020
Required public notification (Letters, Newspaper Advertisement, and Signage) provided by January 24, 2020
Planning Commission hearing on February 13, 2020
On February 13, 2020, Planning Commission voted to recommend to City Council to approve the application as submitted.
Legislation to rezone the property was introduced at City Council on February 27, 2020.
Legislation to rezone the property will go three readings and also including another Public Hearing scheduled for June 8, 2020 at 6:30 pm at Olivedale Senior Center. After the public hearing has been held, City Council may vote on the legislation.
