Healthy Homes
Healthy Homes is our collection of Housing Assistance Programs.

The City of Lancaster provides funding for appropriate control efforts for lead and other home hazards in housing occupied by low- and moderate-income households, especially those with children under the age of 6. The purpose of the program is to protect residents, especially children, from the dangers of these home hazards. Funding is available for owner-occupied homes and residential rental properties. Both single-family and multi-family units (4 or less units) are eligible. Priority is given to homeowners.
Eligibility
- Own a residential property in the incorporated area of the city of Lancaster.
- Own a residential property built before 1978.
- Have children under the age of 6 living in the home.
- Meet program income requirements.
Income Guidelines
Single-family owner-occupied units - The total household income must be less than 80% of Area Median Income (AMI).
Multi-family units - At least 50% of units must have total household income of less than 50% of Area Median Income (AMI). Remaining units must have total household income of less than 80% the Area Median Income (AMI).

The City of Lancaster's Lead Hazard Control Program is financed through funding from the U.S. Department of Housing and Urban Development.

The City of Lancaster provides funding to eligible city residents for a spectrum of housing rehabilitation needs, including urgent and emergency minor repairs, spot rehabilitation, and full house rehabilitation. The program’s purpose is to provide low- and moderate-income households with a safe, decent, sanitary, and sound place to live, and it preserves our most valuable material asset - our homes.
Funds are available to rehabilitate structures to meet Residential Rehabilitation Standards and to address health and safety concerns of occupants. Typical housing rehabilitation includes projects like roofing, electrical, plumbing, heating/cooling, flooring, correction of other existing hazardous living conditions, etc. Funds are not available for improvements such as room additions, garage or sheds, swimming pools, recreation rooms, extensive landscaping, decorating, appliances, or similar.
As part of the initial program application process, an on-site inspection by the Community Development Housing Program Coordinator is completed to determine the work scope of the project. Work may be done in combination with other Community Development programs.
Housing rehabilitation needs may occur over time. Grant funding for housing rehabilitation is limited to a maximum of $10,000 per structure. Deferred loans are available for housing assistance needs exceeding this limit.
LIMITED FUNDING IS AVAILABLE FOR FULL HOUSE REHABILITATION. CONTACT THE COMMUNITY DEVELOPMENT OFFICE IF EXTENSIVE HOUSING REHABILITATION IS NEEDED FOR YOUR HOME.
Project work is completed by licensed contractors registered with the City of Lancaster. See the Contractor Information page for more information about contractors.

- Meet program income requirements.
- Be current on both mortgage and property tax payments.
- Compliance with lead-based paint regulations is required.

If you meet the program requirements, you may qualify for the homeowner housing rehabilitation assistance program.
The city of Lancaster's Homeowner Housing Rehabilitation Assistance Program is financed through funding from the U.S. Department of Housing and Urban Development.
The City of Lancaster Community Development Department provides funding to reduce financial pressure for low- and moderate-income households as a result of the COVID-19 pandemic, through foreclosure counseling and mortgage payment assistance.
Eligibility
- Be the owner and occupant of a single family dwelling unit within the incorporated area of the city of Lancaster.
- Be experiencing financial hardship due to the COVID-19 pandemic.
