Key Areas of Responsibility:
As Law Director and City Prosecutor, Randall works with City Administration and Department Superintendants in the preparation, negotiation and execution of equipment and service contracts, labor/management contracts, employment issues, civil litigation matters, and, by statute and contract, is responsible for the prosecution of all adult misdemeanor crimes occurring in Fairfield County, Ohio. He handles initial review of insurance claims submitted to the City and serves as liaison between the City and its insurance carriers. He provides legal counsel to the Board of Zoning Appeals, Structural Board of Appeals, Planning and Zoning Commission, Code Enforcement Committee, Law Committee of City Council, and the Lancaster Port Authority. He drafts resolutions and ordinances for introduction before City Council; counsels City of Lancaster Administration, City Departments, and City Council on various municipal law issues; advises City Council on pending or contemplated legislation; researches and drafts requested legal opinions; responds to public record requests; reviews criminal intakes for charges; and supervises the day-to-day operations of the Law Director and City Prosecutor’s Office. He currently serves on the Advisory Council of the Child Advocacy Center, Fairfield County Adult and Children First Council, Advisory Committee of the Fresh Start Drug Court Program, Fairfield County Crisis Intervention Team, Community Corrections Board, United Way of Fairfield County Income Impact Council, the Southeastern Correctional Institution Citizen’s Advisory Committee, and a member of the Lancaster Rotary Club.

Randall is a member of the Ohio State and Fairfield County Bar Associations.
Randall is a graduate of The University of Cincinnati College of Law. He served as a staff member on the Immigration and Nationality Law Review. He received the George A. Dornette Professional Responsibility Award and was on the Dean’s Honors List. He graduated from the University of Charleston magna cum laude with a B.A. in Political Science with minors in Psychology and Philosophy. He received the Frank E. Taylor Scholarship Award in Political Science 1983-1984 and recognition in Who’s Who Among Students in American Universities and Colleges 1985.

Randall was an Assistant Prosecuting Attorney in the Juvenile Division of the Butler County Prosecutor’s Office in Hamilton, Ohio, and an Assistant Prosecuting Attorney in the Misdemeanor Division of the Clermont County Prosecutor’s Office in Batavia, Ohio prior to moving to Lancaster, Ohio. After a brief period as a solo practitioner, he joined the City of Lancaster Law Director and City Prosecutor’s Office as an Assistant Prosecuting Attorney handling criminal/traffic cases in Municipal Court and their appeal to the Fifth District Court of Appeals. He served in the capacity of Senior Criminal Attorney and Senior Attorney in the Law Director and City Prosecutor’s Office prior to his promotion to Assistant Law Director and City Prosecutor. Upon the judgeship appointment of Terre Vandervoort by Governor Kasich in 2013, he was appointed Acting Law Director and City Prosecutor by Lancaster Mayor David Smith. Shortly thereafter, he was appointed Law Director and City Prosecutor by the Republican Party Central Committee and nominated as the Republican candidate to serve out the unexpired term of office. He was elected by the citizens of Lancaster in November, 2013 to serve out the unexpired term.
